7258 - The EEZ issue is not bipolar

N. Lygeros
Translated from the Greek by Athena Kehagias

The EEZ issue is not bipolar. This means that it is radically different from the 12 NM concern. In fact there is also a difference with the continental shelf. Many years on we gave substance to the first two, without comprehending the effectiveness of the EEZ. Now, that it is understood by all, that the EEZ offers new potentials and has other properties,we should not remain set on the bipolar factor for its determination.
At first it is urgent to accept the idea of the inefficiencies of the negotiations with Turkey, as a starting point. In other words, Turkey could belong to the last round of general negotiations after Albania, Italy, Libya, Egypt and Cyprus. Consequently, there is no reason to seek justifications regarding the issue of negotiating with it. It doesn’t concern us, because the issue of the EEZ is not bipolar. If there should be an apology, it would be if Greece doesn’t continue negotiations with the other countries. Because only these strategic steps can bring benefit to our country.
At the second phase therefore, we must prove, that we want to implement this strategic approach in order to obtain instantaneously the EEZ and to implement our rights in this context, even though it is not complete with respect to the last state of the general negotiations.
At the third phase,we should avoid politicking controversies over the issue of the EEZ. The action field is not of party politics and will not become so, on an international level. The party politics explanations and excuses do not concern us regarding the EEZ and for our future trans-national agreements. They are given only for internal consumption and are not convincing anyone, not the experts, nor our people. The context is clear, whichever is the government and the opposition.
Any apology of this sort is not but a misplaced defensive move that offers no substantial result. The substance of the matter lies elsewhere and has been studied analytically by both Mr. T.Karioti and Mr. B. Markezinis. As far as the technical and mathematical sections are concerned, the action field is a simple topostrategic application through the Voronoi diagrams and Delaunay triangulations. Consequently, the problem is nothing more than a matter of political will.
There are no substantial obstacles, there is no cost. While, if we don’t finally start this procedure and we don’t make use of the timing within a European context, then we will have to fight this matter in the courts, because if other countries make agreements in order to implement the strategy of de facto, we should then prove the effect of de jure. Let’s focus on the substance and let’s start our strategic steps without further delay.
